In 1963 four "Challenge" pins were issued as preparation for the First Class Award which was the highest award that could be earned at that time.
Here is the Challenge of the Girl Scout Promise.  It is NEW on the Original Card, and is one of the original four challenges.  The other three issued in 1963 are:

Challenge of Active Citizenship, and
·
Challenge of Emergency Preparedness.
In 1972, EIGHT more Challenges were issued
